urban areas, as well as over-burdened sewage treatment plants. Fish-kills
are an
immediate and severe problem.
The purpose of this report is to explore the extent
and nature of the problems, where they
are occurring, the causes of the pollution, what can be done to alleviate
the deterioration,
and to list the factors that help or hinder progress."
